State boards have different requirements for the application to sit for
CPA exams. Choose your state first and from there you can find out.
For California, as long as you meet the minimum number of units you
can take the exam even if you are on a tourist visa. But you cannot get
your license without SSN and it can only be possible if you have a
work permit or a permanent resident.

I did. I went to Guam in 2007 for a week and took all the subjects in a span of 5 days. I was a California candidate. Got excellent grades but I wasnt able to benefit from the exam, I decided to settle here in PH....
