Is it only me?
I think that questions on blended vs. discrete presentation have no good explanations in Becker. For the same fact patterns, the correct answer is sometimes discrete and sometimes blended.
For those who answer those questions correctly: bravo! can you please tell me how you are tackling them? I think they are impossible to understand!

Here are 2 questions on the topic. In all of them the answer options are blended or discrete.
1) Valley Town's public school system is administered by a separately elected board of education. The board of education is not organized as a separate legal entity and does not have the power to levy taxes or issue bonds. Valley's city council approves the school system's budget.
