Hit another speed bump in governmental accounting using
Becker Review materials. I never took a governmental
course in college. Can anyone recommend a fairly easy to
read, DYI book on Gov Accounting & perhaps Not-for-
profit? It can be a textbook or another CPA off the
shelf book that you felt would help a beginner.
I think Becker did a good job in F8 giving a high level
overview of all the 11 fund types but I feel in F9
reconciliations, they kind of flew through the material.
Gearty basically just read the material as usual but this
time the books don't have enough detail to figure things
out on our own.
For instance, example 2 in the book on F9-23, says to add
debt service expenditure-principal but ignore interest to
Net change in fund balance. Gearty states principal was
treated as an expense in GRaSPP so we have to put that
back in to increase profits. But if we go back to Debt
Service on F8-38, "Debt service fund expenditures are
only used to pay "currently payable" principal and
interest." Don't quite understand why then interest
isn't added back as well assuming both principal and
interest are incurred rather than current.
