Try Louisiana State University's Independent and Distance Learning.  Most courses are available at either Correspondence or Online at very reasonable amount $250 per course + Textbook. (Tip:  Buy your textbook at Amazon.com or Half.com for much cheaper price).

FOR DILAWARE STATE.
CAN ANY ONE LET ME KNOW HOW MUCH TIME IT TAKES FOR THE
