WES, FACS, JSilny there are quite a few. Some of them evaluate for certain states only. Whatever be the case, 1st group of CA wont get you any credits as per my knowledge. And LLB will not earn the required amount of credits in 'accounting' which are essential for you to be eligible to take the exam. Hence, the FedTax course would be the ideal way to follow.

As regards the order of actions. It can be both ways, course before evaluation or vice versa.

Note that each evaluator looks at transcripts differently so you want to make sure that you choose the right evaluator for your situation, for example, there are some evaluators that will give a 3 year Indian BCom an equivalency of a 4 year degree depending on the university and average marks of the BCom.
