NJ Laws (posted on NJ board) says:

(1) The applicant has had one year of experience in the practice of public accountancy or its equivalent, under the direction of a licensee meeting requirements prescribed by the board; and

(2) The experience includes evidence of intensive and diversified experience in auditing or accounting as determined by regulation of the board.

On the website, there's an application form, by looking at the application form, you can get an idea that what functions in accounting/finance or auditing they need. They want to see everything can be added up to 100%.

If I can volunteer. The answer is NO. You need NJ license to practice in NJ

I am planning to open my own practice in NJ so obvioulsy I will have to wait until I fullfill my work experience.

I hate to bump an old post but my question is related to this topic. 

Is there an expiration for my exam scores after I have passed all parts to fulfill my work requirement experience in NJ?
