I graduated with a BS in accounting in December 2007.  I have been working at a local CPA firm and recently got my California CPA license.

I would like to apply to a Big 4 as an entry-level audit associate.  I understand that they usually recruit from college campuses.  Does anyone have any suggestions as how I should apply since I'm no longer in school?  Does my GPA have a major impact in this situation?  (My overall GPA is low because of my stab at being a Math Major and some slacking after I transferred schools, but my accounting GPA is a 3.33).

Use the social networks like Linkedin.com to find the recruiters.  try to find recruiters or employees that can give you contact info.  You must be proactive and contact them now.  It is the start of recruting season.

I've heard that your GPA doesn't really matter once you have a CPA license...

You know, that's what I've been doing. I reached out to all of my contacts at Big 4 (including recruiters), send multiple emails, attached my resume, and .... nothing. It's been a week, and NO ONE from all big 4 got back to me. I'm getting frustrated. If they don't even give you a responce like "No but thanks no" how am I suppose to know if I should move on, and not waste my time.

It's really been frustrating to me :( At least one sentence, or even one word "no" would be great!

You must keep your hopes up and keep trying!  I tried for over a year until things fell into place and now I am starting at EY at the end of the month.  Right now is prime recruiting season so keep trying harder now then ever.  Hire a resume writer and get the best resume and cover letter possible.  You have to differentiate yourself.  Try sending your resume to the managers and seniors at the firms you want. Go to career fairs at your college and other colleges near you.  I went to a private college and had to attend career fairs at the big universities just to make contacts.  All of your work may seem like it is going no where but keep your hopes up and it will pay off some time, believe me!!
