Sorry to hear such story.  I suggest you trying to apply your CPA license from other states that do not need your experience to be certified by a CPA.  After that, try to re-apply to Louisiana through the endorsement of foreign licenses. 

From my research, you should try
Arizona, Alabama, or Illinois.  Below are the website I found for these states.

Those states may not need your experience to be verified by a CPA, but only someone that is your supervisor.  So if you can get your CA experience signed by your old supervisor, then that should work. 

Oh, one thing you should also be aware of is that think about if you really need the CPA license.  Are you really using it to practice?  After all, you don't get to keep your license for free, you will have to comply with the continue education requirements once you become licensed.  That may cost you a lot of money each year.  In your case, if you can't find a job, then you may not be able to keep up with the continue education cost. 

After all, get the license only if you are really sure you need it to perform your current job.  Otherwise the short term costs may greatly exceed the benefits.

Are you clean now? Have you passed a rehabilitation program? There are job counseling firms that specialize in the accounting field that can give you good advice on how to deal with your problem and help you finding a job.

Thanks darksagecpa, Alex2008,

  Based on your suggestion, darksagecpa, I've looked into moving to Alabama or Arizona.  It's a viable option for me.  I'll consider it with my other options.

  Alex2008, clean date is 01/10/92 continuous to today.  And yes, I have a certificate from the rehab program.  

Didn't know such firms exist specifically for the accounting industry.  I'll google and find some of those counseling firms you mentioned.

Hello Jack, really sorry to hear about your situation.  I agree with darksagecpa, you should look into getting your license from another state unless you really want to work in public. I am taking the exam, basically to boost my resume, been in industry 10 years, but companies want to see that CPA title next to your name all the time nowaday. In illinois, they are still issuing certificate, you can get that first, so you have the title to land a job, then get your license after 1 year of accounting work.

If possible, try to find a smaller local firm or a sole practitioner CPA and work for a year and get sign off on the experience. Once you get the one year experience, then apply for the CPA title. Once you are a CPA, the larger firms may reconsider the prospect of hiring you because now you will not be working under the supervision of another CPA (liability issues) but you will be directly responsible for yourself (sign off your own work).
