Thank you Caper, So do you think i need to re evaluate my academic transcripts? Plus in my nts which i receivd then , the nts was valid from jan 06 to jun 06, so then i guess i must have been registered before jan 06 right? nut it has been so many years, ... Plus now by god,s grace i clear the cpa exam then i should give the ethics exam and also present my old nts along with the new nts? so that i get the certificate? i have cleared CMA in the meantime but have not yet been certified, so do i hvae to give from another stateboard?

If your NTS was valid for Jan 2006 then you must have registered with the board prior to that. Go ahead and apply for the certificate.

Thank you Caper, so this should mean that I can take the exam through Delaware state board and take the certificate too, right? plus, is it possible to take the exam from one state board and apply for license from another state board?

In your case, yes.

Its possible, but you have to had met the educational requirements of that State prior to sitting the CPA exam.
For example, if you only ave a 4-year bachelors degree (120 semester hours) and passed the CPA as a California candidate then you will not be able to transfer your grades to a State which requires 150 semester hours to sit for the exam (Illinois).
Another example, if you only have 12 semester hours in accounting and passed the CPA exam as a New Hampshire candidate, you can not transfer your scores to Delaware which requires more than 12 credit hours in accounting and a U.S. Federal tax course.
For Delaware its a little bit difficult to transfer your scores to other States since its the only State which accepts associate degrees.
Good news is that Delaware will become a substantially-equivalent State on Aug. 2012, which will make it easy to transfer your Delaware license to other States.
