No, the CPE requirement starts on the second registration period (or year) after you get license from the state of New York.

However, if you wait for more than 10 years after you pass the exam to get the experience, then you may need to fulfill continue education requirement before you are licensed. The following is the link:

Go to page 18 in the PDF and read Part D carefully.
