If you have the experience, file it now.   I don't think the rule will change (NY is moving towards the AICPA Uniform Accountancy Act, which requires one year of any experience under the supervision of a CPA).  Most of the states do not have auditing requirements anymore either.  Yet one thing I am worry about is that CPA license will decrease its value in the future (if most of the people can get it, then it will not worth that much).
