I would not apply in a different state, but that's just my opinion.  It seems a little complicated, and the paperwork might take longer to process.  But I really don't know anything about that. 

I know you are probably ready to just get the exam over with, but i would just wait until July to take Reg.  Also, your 3 classes won't end until May, so you won't be able to study full-time until May anyway.  That gives you just 2 full months (May and June) to study for Reg.  I'm not sure how familiar you are with taxes, but studying for Reg has been very challenging for me.  If i were you, I would try to study for Reg a couple hours every week starting now. And then in May start studying more and take it in July.
