You are US resident. so Ohio should be fine. For Colorado, you can actually get an affidavit stating you are not able to get SSN because your visa does not allow that. Or just leave it Blank ( as CPA0123 said) if you applying for Ohio. As I said above, I don't think that is required to populate.
