The more realistic answer would be that they don't want to sever relationships with the universities that have provided them with solid workers over the years.
Kick out a few full-time employees every quarter because they are not team players (i.e., don't care enough about office politics), hire a few students from each "target campus", and stammer a "lol sorry, the economy sux so not every1 can get in lol lol". When the economy gets better, university relations will still be healthy, and they'll get all the cheap labor they want.
This is public accounting.
