The more realistic answer would be that they don't want to sever relationships with the universities that have provided them with solid workers over the years.

Kick out a few full-time employees every quarter because they are not team players (i.e., don't care enough about office politics), hire a few students from each "target campus", and stammer a "lol sorry, the economy sux so not every1 can get in lol lol". When the economy gets better, university relations will still be healthy, and they'll get all the cheap labor they want.

This is public accounting.

No doubt, there's a lot of unethical recruiting that goes on like employers showing up on campus even when they have no jobs available.

And it's not just public accounting.  Target recruits non-stop year-round every semester year after year, regardless of whether they actually happen to have any jobs available.

^^

I signed up for an on campus interview for a government job. I showed up in a suit all ready to go, and it wasn't even a real interview for a real job. They were just telling me how I could get a job that MAY be available in the future. As an unemployed college graduate for over a year, I fully understand the government application process. You don't have to call me into a fake interview to tell me how to apply for a job that doesn't exist yet and wouldn't be given to me anyway. Don't call it an interview if you have no hiring authority. They basically wasted everybody's time and tax money holding fake interviews. No wonder CA is broke. They send out multiple employees to hold fake interviews for jobs that don't exist.

I'm in the same boat as the OP. From what I understand, start time can be anywhere from mid-August to mid-October, which the most likely time being early to mid-September. Some people I've talked to have hypothesized that it might be later this year so that they can save a little money by not paying us until a month or two later.

Also, they said you find out "sometime in spring." Sounds like it could be uncertain for quite a while yet!
