Thank you all for your inputs.

Talked to a REP just now. He very confidently told me the following:
1. If you already have a valid (unexpired) NTS, you can definitely schedule and appear for the exam sections mentioned on the NTS until the said NTS expires.
2. For all new NTS applications, new rules shall apply.
3. To receive your scores when they are released for the pending sections, you MUST be eligible under the new educational requirements. That is: you should get your foreign education and degrees evaluated from an agency and submit the report to the board. The REP couldn't give me any further info on how long it takes for eval process or any other specifics on how to submit the evaluation report etc.

Now about the agency choice:
I was recommended the following agency by a friend: www.ierf.org
If you guys know any good agency that will do the work fast and at a reasonable cost, please post the info here.

I have sent an email to all available email contacts of Colorado board and NASBA about how to proceed after receiving such an email. Even though we have the answer to the most urgent question (can I take the exam for which I already have a NTS), we still need an official response on whether scores will be withheld pending fulfillment of new eligibility conditions and the eval process duration.

As soon as I hear any thing from them, I will post the info here.

Hi

Please anyone has idea whether B.com from Mumbai University and Chartered Accountant, will be eligible to as per the new rules to apply for licence. If i appear for exam now and after that if i am informed of my non-eligibility, then what is the way out? Can I register with some other stata and transfer my credits say like Delware which accepts Indian B.Com degree?

that was a good link, but what i also read on it was that u hv to get ur transcripts posted by the issuing authority (ur college). I'll have to chk this out with the agencies coz I cant go back from here for them.

meanwhile, has anybody shortlisted any evaluating agency yet?

About Credit Evaluation Agencies and sufficiency of CA & B.com. for eligibility:

1. If you have passed B.com. and CA from India, that should be more than enough to cover for the needed semester hours to fulfill the eligibility conditions of CO Board. Even B.com. alone is equivalent of a bachelor's degree from a US university.
Here is a document I found stating equivalency in terms of US semester credit hours for accountancy education courses in India:

(Note: I do not know how current the document is or the authority of the publishers. But it could provide you with a general idea of how it all works.)
In this PDF doc you can search by keyword "Chartered Accountant" to find relevant info.

2. Agencies:
CO Board indirectly recommends www.facsusa.com. But they say you could use any of the member organizations of NACES too.

WES, IERF have been recommended by former students.

3. Evaluation process, costs etc.:

I went through websites of many of these agencies and for our purpose the "course by course detailed report" option is relevant.

WES , FACS etc. have a special report format designed for Accountancy boards. Colorado board accepts reports from both WES and FACS.

I think this would cost in the vicinity of 160 USD, plus other miscellaneous charges if applicable. You can get quotations from these institutions by calling them or by referring to their websites.

You have to submit the originals as well as photocopies (front & back) of the degree, diploma and other course certificates. If documentation and their application form are in order, the process would take 2-3 weeks (my guess). There are "express" options available from some agencies. They of course charge you extra to complete the evaluation in 24 hours, 5 days, 10 days etc.

If any one of you has gone through the evaluation process, please recommend a good agency.
