As to the grading of the tests, it looks like while it's not "curved," they weight the question values enough to get the passing percentages that they want. It's not a perfect science, which is why it's not exactly 49% or 50% at any given window.

I'm sorry, I have no idea what math you need to do, when the pdf file states clearly that Q4 passing rates are:
Q3 Q4
AUD 49.4% 44.9%
BEC 50.8 44.3
FAR 52.7 45.0
REG 54.0 47.3
What gives?
OP, it was always the case that Q4 passing rates were lower compared to Q3 rates (at least, during the last 4 yrs).
