You can sit as a CO candidate and transfer your credits to the state that you want to practice in.  Ultimately, you will have to meet the requirements of the state you wish to practice in, but you can get a head start on sitting by meeting the state of Colorado requirements and sitting as a CO candidate.  They only require a BA to sit.

Once your scores are in the National Candidate Database after you pass, you apply by transfering your credits and meeting IL requirements.  This is good becasue it ca take you 6 months to a year to get the exam out of the way.

Delaware and Illinois issue certificates when you pass the CPA exam (Delaware also has an ethics exam). For this reason, they are popular among international candidates who do not want to become licensed CPAs. Many states do not make any distinctions between the two.

That is no longer true for Delaware.  You are now required to complete the dual application for a license and certficate at the same time.  Therefore, if you do not qualify for the license you won't get a certificate either.
