How do we answer the questions regarding the adoption credit. Will it be refundable or non refundable for the CPA exam?

Per IRS:

2010- it is refundable

2011 it is refundable

2012 it is nonrefundable.

Per my 2012 Gleim book, it's REFUNDABLE
