I also passed my last part of the exam in December as well as the Ethics exam.  I figured it would take a while before they can process the scores, etc, so I waited until 2nd week of January to call ILBOE. When I called them, they told me I should expect to get my certificate and certificate number either late January to mid-February. (Sidenote: A day after my call , they posted a message on their website: "We received all scores from the final 2010 testing window ... experiencing a backlog in issuing certificates ... Please do not call inquiring about your certificate." - > SERIOUSLY?)   

Anyway, I'm going to hold off until mid-February (next week) and then I'd call to see what's the holdup.

FYI - you might want to call to see if they received your Ethics score to avoid a delay. I read somewhere that someone was waiting for their certificate and after a couple of months they called to find out that ILBOE didn't have their Ethics score, when in fact the person did pass it.
