It sounds like you did everything right.  You seem to have met all the qualifications on 1/10, I can't figure out why it is taking such a long time for them to process you.  I just hope I am not where you were on 1/10.  If that is the case I prob. won't be licensed till after tax season.

2/4 I received license notification in mail.  Completed notice and paid fees online nad now license is being processes.  All that is left is to wait.  I thnk.

Since you received your license notification and paid the fee, are you allowed to call yourself a CPA yet?

The website says as soon as fees are received I can begin using the designation,  however my license status is still unissued.  Since I am in industry and not in public practice it really isn't that big of a deal to me.  I think I would call the board to be sure if I nedded the designation.

It's also a good idea to start calling the board about 10 business days after you submitted your ENTIRE required forms and fees that they mail you.  Once they deposit your check, grade your ethics, and approve the other stuff, your number is assigned.  Then they mail it.  I called them and they gave me my number over the phone, so I could immediately pay my annual fee (pro-rated) online. 

Just an FYI for future readers.  They also told me that they only process new CPA's on Monday's.   This is a LONG process.  I took my first exam in July and my last one Nov this year, and I am showing up as unissued.   I also reccommend over-nighting your goods to them.
