2down hit it right on the nose.  My status changed to issued exactly one week after fees were paid.  So to recap:

12/22 received passing score

12/24 received packet in mail

12/29 mailed completed packet to board

1/22 e-mail from board saying "we are issuing the license"

1/28 website status updated to "certification in progress"

1/30 candidate log-in shut down and licenseee search shows "unissued"

2/4 received license notification in mail, paid fees online                2/11 status changed to "issued"

So a month and half later I belive I am finally a CPA

Congrats to both Jimstub, CPA and 2down, CPA. 

I just went to log on as a candidate and it came up as invalid.  I now appear on the individual licensee search as "unissued."

After appearing on the individual licensee search, I learned something.  When you find yourself, look at the address bar, the last digits of the url is going to be your CPA number. 
For example:
http://www.tsbpa.state.tx.us/macros/OD007.ndm/DETAIL?ID=091x xx

The ID is equal to your new number.

I was just able to log in as a licensee :)  I am so freaking happy.

I just paid the $40 fee. 

I also called the board and asked if I can refer to myself as a CPA, of course they said no.  She said that once I am able to print my license id card from the website (or have received it in the mail) I can begin to use the letters after my name.
