government organizations such as fire department, police, etc.
or

years audit experience with a small accounting firm with less than 20
employee's auditing mostly high net individuals, partnerships, and
other small noncorporate businesses

Public accounting experience trumps government work if you're looking for some type of advantage in getting hired for a Public accounting firm.

I'm not in the Big Four yet, but somehow I don't think that there's any one type of experience you need, just from interviews with them, and having dealt with recruiters. If you're an expert in tax..minimum 3 years..like the right kind of corporate tax experience, mutual fund tax, etc...you can get in. If you know taxation for high net worth individuals, (Private Client Services), then you could get in also.
The Big Four does a lot of audit, tax, and advisory support for a bunch of business sectors, so if you're specialized, you're golden. Like for e.g., if you know the "ins and outs" of say, the tax ramifications of the medical profession or the healthcare business process, you could fit in nicely in the Big Four.
But it always helps to know someone who already works there whou could push your resume through.

Also, I just found out that being a state auditor pays roughly 46k for a CPA-level employee. Does anyone know what a state auditor does? What's a typical day like?
