An ideal diploma to assess competency in IFRS is the Diploma in International Financial Reporting (Dip IFR) which is set and accredited by ACCA. The European Union had required all listed companies to prepare their accounts in accordance with International Financial Reporting Standards by 2005. ACCA has recognized this trend and was the first organization to deliver a qualification which is dedicated to training employees in how to apply International Financial Reporting Standards, no matter where you are in the world. The qualification is intended as a conversion course for professional accountants already qualified or experienced in country specific financial reporting standards. The Diploma programme addresses international financial reporting and first time application of international financial reporting standards. The course is designed to be flexible, so that the Diploma can be completed in three to six months. This will vary according to your individual capabilities and the time you have available to study.

I would not try to become a full member of ACCA. In my
judgment, that would be a waste of time. DipIFR could be
an option, but AICPA also has an IFRS certificate
program, and if you are a CPA, you could try doing that
instead (http://www.ifrs.com/certificate/).

Honestly, I think you would fine if you just go ahead and
research individual standards in order to capture
differences between US GAAP and IFRS
(http://www.ifrs.org/Home.htm). Deloitte has a website
called IAS Plus that summarizes individual international
standards if you don't bother reading them all
