Does the the 18 month CPA testing window start even if you fail your first section of the CPA exam?

Or does it begin once you pass your first section?

The 18-month rule kicks in when you pass your first part.

Does anyone know if the AICPA grants extensions on the 18 month window rule for unusual circumstances.  I will be in africa for 3 months on a mission trip, and won't be able to bring anything along with me.  Any idea if they allow a delay on the 18 month window?

It is probably up to the state board.  My guess is that extensions are rarely given.  That decision would probably be too subjective.
