I see that it is $123 for non-AICPA members and $99 for AICPA members.  Can someone explain to me this, or am i missing something?  I thought that the majority of people purchasing this are people who are about to or just did pass their 4 parts, so how can one be an AICPA member if they are trying to take the exam in order to GET licensed?  

Maybe my fundamental assumption is that there is a way for us to take advantage of the $99 rate.  Is there?  

It is nothing more than a CPE exercise, that is why there are separate rates for people who are members.
