I passed the CPA exam in TN when it was a 2-tier system. I did not pay
for the "Wall Certificate" b/c it cost $100, and I was flat broke. But I
thought I still had certification (just not the experience that would get me
the "permit" so I could call myself a CPA).

I went on to graduate school.... then TN changed the law to a 1-Tier
system and had a grandfathering clause saying that anyone holding a
certificate would be grandfathered in as a CPA w/o the work experience.

I was told I didn't qualify b/c I didn't pay for the Wall Certificate!!

That doesn't sound right.

Has this happened to anyone else here? Please let me hear from you.

File an appeal with the board or, contact with TN State CPA society. they should be able to guide you.

Need to find out what the definition of "Certificate" holder is-- 1) pass the exam or 2) pass the exam + possess the certificate. See if it's outlined in the TN license manual.
