Passed Ethics on my first attempt but I dont know what now. Should I wait for my state to send me a congratulations letter or what??? please guide how and when  I will get my CPA certificate.....

What state? Why do you need a congrats letter? You have your passing scores. That should be congratulations enough!

I passed it from state of Colorado. I just found out that they have 1 tier system so I am not sure but I think I have to submit my experience and qualification certificates and after their monthly review they are going to grant me a certificate / license.

Kindly let me know how to go about it....

That's usually how it works. The 4 E's: Education(150 credit Bachelor's Degree with Accounting focus), Experience(1 year in accounting/auditing), Examination(CPA Exam), and Ethics(Ethics Exam & Home Study Course).http://www.dora.state.co.us/Accountants/requirements.htm

Information about licensure in Colorado:http://www.dora.state.co.us/Accountants/forms.htm#initial

From what I read on the Colorado website, it looks like your state has outsourced its licensure services to NASBA at this site:http://www.nasbatools.com/display_page?id=68
