Hello, this is simply a summary from these two threads regarding Big 4 new hire salary, for everyone's convenience.

I started out at $55k (undergrad only, Tax) in Portland, OR. I don't think this average base is lower when compared to previous years from looking at a couple of summary salary statistics from different sources. If anything it's probably remained constant, especially since 2008. I also had a previous internship with the same firm which boosted my salary by $8k. Having internship experience helps a lot with salary, at least in my experience discussing this matter with recent fellow graduates.

The average bases are lower than previous years. However, one also needs to consider the effects of signing bonuses. In addition, some companies have incentive bonuses for passing the CPA exam upon anniversary of first year of hire.

I got my offer in May of last year in Houston (Cheap everything here, mind you), and the salary was 46900, with a 3100 signing bonus. Used to be 50 + 5 before the economy went south... And do the Big 4 generally offer signing bonuses every year you re-sign?

No - usually no signing bonus each year - you don't re-sign, you just stay.
But raises, and sometimes annual bonuses depending on market & earnings.
