I'm confused with the Evaluation part.  I got my degree outside U.S.  As what I know, I gotta have my transcipt evaluated before I apply WA. 

I wanna know if I ask the agency to send my evaluated creditial to the board.  Then, do I still need to ask my institution to send another official sealed transcript & grad.cert copy to them???  or I just need to send the Application Form & Fees only?

WA is popular especially with overseas candidates because WA does not require you to work under the supervision of a CPA, you can actually pay a CPA to sign your experience form.

My frd recommend me to pick WA, like what Caper said, no need to work under the supervision of a CPA.  Btw, I'm also curious why you pick Delaware??
