Hello

I am webmaster and work with affiliate programs. I have to make invoices for declare my affiliate earnings but the company that pays me doesn't have vat number. I live in spain and the company is on cyprus, is legal a invoice without vat number? is legal a company without vat number? If I have the company name can I know the vat?
