once i passed all four parts of the exam in NY, how long could i wait before obtaining the necessary job requirements?
for how long are my results valid? where could i read more about it?

I don't know about New York, but Arkansas requires you to apply for your license within 3 years of passing the exam, before you lose your credits. If you call the state board or look at NASBA's website (I think NY is a NASBA state?), you will probably find what you need :)

I also passed all four parts of the exam in NY and I asked the very same question to NYSED.
My question:
