Roger CPA posted a video that says, "any work experience you get before,
during, or after the exam will count towards the work experience
requirement." I thought the work experience can only count after you
passed all 4 sections. Can anyone explain how that works if it can count
before you pass?

It doesn't matter you have passed particular exams or not...
