I am an EA who passed the exam in 2005, the last pencil and paper exam. I prepared by reading IRS publications, doing a lot of practice problems that NATP had online at that time (not sure if they still do, but they do offer a review course and textbooks), and reviewing course notes that I found online. I think either NATP or Gleim would be good:

Gleim http://www.gleim.com/accounting/ea/ Apparently Gleim also offers a free diagnostic quiz for the EA exam. I just discovered the free CPA exam diagnostic quizzes when studying for BEC, my last CPA exam section, and thought it was good practice and had an interface very similar to the actual exam. I wish I had discovered the free diagnostic quizzes earlier.
