what is the usage of this form? i just can't figure out they purpose of this form. anyone here knows?

It's quite simple. You use a form W-4 to report the number of exemptions you wish to claim for Federal withholding. The more exemptions you claim, the less money they take out of your paycheck. But then you also put yourself at more risk of oweing tax at the end of the year.
