You get the discount on the Ethics Exam if you are a member. You can't be a member without passing the Ethics Exam.
Therefore, it's a catch 22 for non-CPA's. For current CPA's the ethics exam is used for their CPE credit requirements and they are the ones enjoying the discount.
I think there might be student memberships available but they cost as much as the discount saves, so there's no point.
Just pay for the thing and get it out of the way, one more cost isn't going to break the bank if you were able to afford the CPA exams and all the study materials.
Or, you could ask your employer to pay for the ethics exam. Keep in mind that this might come out of whatever bonus or raise you were going to receive though.
