I haev applied for my CPA license from Colordao state but got a notice that the application is deficient because of a missing letter of good standing from the Institute of Chartered Accountants of India (ICAI) (Since I used my CA certificate) to meet part of the examination requirements.  Now I have got the letter of good standing from ICAI.  My question is- should this letter go to the Institute unopened (sealed envelope from ICAI) or i can just send it like normal documentation.  I have tried to call the NASBA licensing multiple times but havent got any response.  Can someone please let me know?
