Hi....

I am staying in USA on H4 dependent visa and so I am not
issued Social Security Number. I want to start with CPA. I
got Undergrad points of 156 and Grad points of 32 on
getting my degrees from India evaluated by a credential
institution. Can anybody help me as to from which state
should I take my exams because most of the states requires
Social Security Number for registration and I don't have
it.

I don't think that is required. You can study on H4 visa. The only thing is you can not work on H4. Just call the state borad you want to apply for  and confirm.

Ohio state says that you have to be US resident to register
in their board while Colorado state asks for an affidavit
in lieu of SSN where in I should not be present in USA

You may just leave it blank. Call up the Colorado board. They don't need an affidavit. Its quite simple with them.
