Hi, I have passed the required exams. (incl. Ethic) at Colorado.   Do we have a "term" to describe the status if we passed all exams. but not having a certificate?

It would depend on your purpose.

A common phrase I see on resumes is "Passed all parts of the Uniform CPA Examination, awaiting licensure in State X."
