as per my knowledge i would say keeping in mind the course syllabus..
CFA ( hardest)
CA (very hard)
CPA (hard)

Personally I think it's like comparing apples and oranges. I've studied for both exams and there are pros and cons to each.
If you have a strong finance background, the first level of the CFA is pretty basic.
