I read that it usually takes 6 or 8 weeks, depending on state. I am thinking to apply either to SC or TN, as I satisfy their requirements already, but want to make sure NTS will cover 1st and 2nd window next year (2009). When would it be ideal to apply? How long it usually REALLY takes for NTS? Thanks.

I'm taking TN as well. Worth it as they are one of the cheapest :) in Fees. Anyway in TN, as long as you satify all the requirements you can get your NTS as early as in 3 weeks and 8 weeks the latest. I know someone who received hers in 4 weeks.

If you start the process now and get approve, you will for sure get into the first window (Jan/Feb). But for the second window, depends on how early you get the NTS. If you get it last week of Oct, your NTS expires last week of April.

However, if you receive NTS during November, your NTS will expire May 2009.
