I have done B.COM from India & passed Federal Tax exam,now I want to apply for CPA exam,what is the procedure, should I study than apply.

I don't know what you mean by federal tax exam, but now most states need 150 credit hrs of education so first step is to get your academic credentials evaluated. Second step will be the application.
Once you apply depending on the state you will have from90 to 180 days to sit for the exam. So you will need to decide how much time you will need to study and act accordingly.
