I imagine you would just need to email the recruiter who sent you the offer. Keep it polite and emphasize how it was a hard decision. You want to keep up a good relationship with the firm in case you want to move there later on.

You get on the phone and call the recruiter. Thank them for
the opportunity and cordially decline. They are the people
that need to know.
