Yes, I have the opportunity to bid on a University contract that would require me to download student information onto the 1098T form. Is anyone aware of a software program that can do this? Or would I need a developer for this?

You can try 1098-T software from http://www.realtaxtools.com/ . The software can print and E-File 1098 Tuition forms. You can also try a free demo to see how the software works. W2 Mate can import from CSV, QuickBooks, Peachtree, Great Plains (Dynamics GP) , DacEasy and other software.
