I scheduled to take the exam April 8 because my NTS expires April 9. I am studying right now, but I don't think I will be ready to take it April 8. I think I will need a couple extra weeks. Due to personal obligations I can't study 100% right now.

If I do not show up April 8 will I be able to reapply to the board and get a new NTS in the same window? I ideally would like to take it at the end of May otherwise I will have to wait till July. I don't need that long to study.  If I am not sitting for the exam is that possible, or will they make me wait till the scores are released before I can apply for a new NTS.

If anyone has been in this situation please let me know! I am really stressing out right now.

NO, but you have more than enough time to study. I will only be studying for this section for about 3 weeks.

Even if not ready, still go and sit for the exam on April 8th. If you don't pass, you will have to wait for the scores to be released first and then re-apply for the new NTS.
