on pg f9-9 of the far textbook it gives you 3 criteria for discrete presentation of an nfpo component unit of a primary govt

1. resources held by the nfpo are for the primary benefit of the primary govt

2. the primary govt has access to those resources

3. the resources are significant to the primary govt

the book states that if an nfpo meets all 3 criteria then they will be a discrete component. However judging by the criteria if an nfpo's resources are for the benefit of a govt who has access to those resources and considers them material wouldn't it make sense to classify it as a blended component?
