Is hybrid instrument recorded at fair value?

If you look at Wiley book, Mod.19 MC 21 & 25 p.664-665
(answer p. 674), the answers seem contradictory.

In MC 21, the answer says "the hybrid instrument is not
recorded at fair value.

In MC 25, "If a company elects not to bifurcate a hybrid
financial instrument, the entire instrument is valued at
fair value."

What do you think?
