Does anyone know if know if nonbillable time qualifies towards the work experience requirement. I imagine it just depended on what the supervising cpa signs off on. But has anyone came across some literature on it. I checked my state board and it was somewhat ambiguous. You would think things like firm meetings, research, training, and client development would count.

I don't think it does. Here's what Colorado has to say about it:
-one year of work experience, including a minimum of 1,800 qualifying work hours, as an employee of a Certified Public Accountant. Only public accounting work performed for the clients of the Certified Public Accountant or for clients of the firm of Certified Public Accountants is qualifying experience.
Based on that info, I think only billable hours count.
