I just passed 4 exams for AICPA registered in Guam. As I regret to register as Guam CPA, rather I wanna transfer it to other states I have following questions:

1. Which states should I transfer as I am an international candidate, excluding Guam. As some of my colleagues apply CA, and NH. I really wanna know which state is better. As my credits are sufficients for all the states.

2. Should I transfer before taking ethical exam or after taking ethical exam?

3. Is there any possiblity that this kind of transfer will fail?

I'm not sure of the merits of applying for CPA license in other states. I do know that CA requires an ethics exam that is given by the California CPA Education Foundation.
