I am in a dilemma. I was laid off from my last job in August, a week later
I found out i passed the CPA exam. In NJ you need one year of work
experience along with 150 credits. I worked 9 months at my first firm and
over a year at the second firm and I have over 150 credits.

The first firm filled out the statement of experience no problem. The
second firm I gave them the paper work in September 2010 and they have
still not filled out the statement of experience. I call once a week and try
to find out what is going on but I get no answers. I can never get in touch
with the owner. Without them filling out my statement of experience I
cannot get my CPA license.

What should I do? Luckily I found another job at a great firm in November
so I only have to work there 3 months to get my year experience so at the
latest I'd have my year of experience sometime in March.

Normally, I'd say walk in to your old employer's office with the form already filled out and ready to sign, with a stamped envelope ready to be mailed.  That way all they have to do is read it and sign it.  Tough to turn that down when you are standing right there.

However, since you only need another month and a half or so, I'd say just get the rest of the experience from your new employer and forget about the old one.  I think it's stupid they won't fill out the form, but from a cost/benefit standpoint, don't go through the time and headache of trying to get it from the old employer.

I'd suggest something different if you were leaving the industry or something or needed another year if you didn't get their signature.  I'd be chaining myself to their building.
