I just passed REG and I have to get the NTS for the other 3 tests now. If I go ahead and pay for all three tests and I fail one, do I have to take all three before I can take the one I failed or can I get another NTS for the failed part when I still have an active NTS for the other tests?

Gottagetmycpa,
If you just passed your first exam section, that means you still have 15+ months to pass the rest. Therefore, unless you are planning on taking all of them in one window, you do not need to get all 3 NTSs right now.
As for the need to get an NTS if you fail a section, the usefulness of NTS for each section is independent of NTS statuses or scores of other sections. So, you will only need to get an NTS for the section in question in order to re-take the exam.
Hope that helps.
